No, because it's U19 in Germany.
Or did you mean the age of players?
To play in german "adult" football you have to become 18 in the year you want to play.

Yes, under 18 players are allowed in the Bundesliga. But I am not sure if that was your question.
An U18 league doesn't exist like White already said.

It depends. In a professional League (first three tiers in Germany) a player just needs to be born on 31/12/1995 or earlier.
That's not the same rule. Otherwise it would't be possible to use 16 years old player like Nuri Sahin back in time.
Your rule is applied for amateur football.

Thanks so U18 players have to play in the second team or youth team and can't play in the first even if they have a full contract ??

Wrong again.

All U18 players can play for your first or second team, but you're only able to give them a full contract when they turn 18 in the same year.
