Only First and Second Bundesliga and 3. Liga are represented in the standard Database of the FM, in the real System picks Cup-Winner from lower leagues. But these lower leagues are not represented in the FM, so the Computer choose random Teams. This is similar to the promotion from lower, not represented, leagues I think.
I guess Octavianus knews the whole details on which point the FM picks the Teams.
